Changing the source of water

In our plant (oral drugs.) we are supplying the water treatment plant 
with a raw water from internal well inside the plant then we treat 
this water to finally get purified water (USP).

If we decided to supply our water treatment with a city water 
(drinking water) then what actions/testing should we write and 
implement through a change control form.
