The Ph. Eur. could not state an exact concentration because the sugar
concentration that would effect the four ordinary organisms may vary
with the formulation.  What constitutes a high concentration (of sugar)
could be established by varying the sugar concentration during
development and/or running the test with and without the preservative to
confirm the suitability of the inoculum.
