You could try Eudragit E PO. This polymer is soluble up to pH 5 and
swellable/permiable above pH 5.

Subject: Eudragit in reverse
I am currenly seeking to obtain a coating for a drug, which will
remain stable in alkaline conditions, and break down with lowering
pH. The best way to describe the type of coating needed is a
eudragit in reverse.
Would it be possible to send or email me any information, on
products that may meet these requirements? If you require any
further information, please do not hesitate to e-mail me.
