You could try Eudragit E PO. This polymer is soluble up to pH 5 and
swellable/permiable above pH 5.

I am currenly seeking to obtain a coating for a drug,  which will
remain stable in alkaline conditions, and break down with lowering
pH.  The best way to describe the type of coating needed is a
eudragit in reverse.
